The Port has determined it necessary to seek the services of qualified Construction Managers At Risk to provide value-based budgeting and constructability during the feasibility and design stages of improvement projects, competitive subcontractor pricing upon completion of a design, and reliable construction schedules for use by the Port in establishing timely rent proposals requiring input from a general contractor with expertise in tenant and building improvement projects.

The Port is committed to providing contracting opportunities to all businesses including local and small, minority, women and veteran owned business.  We recommend that vendors register with the South Central Texas Regional Certification Agency (SCTRCA).  Once registered, businesses are connected to more bid opportunities with other members of the SCTRCA organization.

Procurement Process

Port San Antonio is a defense base development authority established by the City of San Antonio as authorized under Texas Law. The Port is a separate political subdivision of the State.

The Port may utilize various procurement transactions that are compliant with federal, state, and local laws and regulations and that may be allowable by any applicable funding sources.
