Port San Antonio has a special ability to provide critical and timely assistance to customers through its in-house plan review, inspection, permitting and certificate of occupancy process conforming to the City’s unified development codes. The City granted the Port this ability in 2007. An average turnaround time of only five business days saves customers money and allows them to quickly occupy their new facilities.
The City of San Antonio has recently adopted new editions of the model codes that governs Port San Antonio’s regulatory guidelines regarding construction and development. After the effective dates listed below, any proposed projects within Port San Antonio must comply with the following adopted codes:
- 2018 International Building Code with local amendments, International Fire Code with local amendments, International Plumbing/Mechanical/Fuel Gas Codes with local amendments, International Existing Building Code with local amendments, San Antonio Property Maintenance Code,
- 2017 National Electrical Code (N.E.C.) with local amendments, and
- 2018 International Energy Conservation Code (I.E.C.C.) with local amendments.

Airport Construction Projects Approval
All proposed construction or alteration projects located west of Frank Luke Dr. or that is 200ft AGL (above the ground level) and within a 4 mile radius of the runway will require JBSA Lackland and FAA review at no hazard to flight navigation determination prior to issuance of any construction permits.
To ensure compliance with the Joint Use Agreement and the Federal Aviation Administration regulations.
The Project Manager submits a project letter with two sets of plans to Port Operations. The letter is a brief description of the project and the plans shall be a complete set of construction documents. Port Operations will track this process along with the Project Manager to ensure a timely response.
The review consideration period can be between 60 to 90 calendar days.
The Air Force will provide a letter of acceptance to Port Operations acknowledging the documents, as presented, are in compliance.
Air Force Real Property Agency (AFRPA) Approval
All projects implemented on property that has not been transferred to the Port Authority requires AFRPA review and approval prior to commencement of any construction activity.
To primarily ensure compliance with past and current environmental regulations in support of the Port’s Master Lease agreement with the United States Air Force.
The Project Manager can request an Excavation Clearance Request from Planning Services for limited construction projects such as fence installations; limited excavations; portable installations; etc. Project letters are required when the scope of the proposed work covers a large area and/or an entire development site and the project letter shall provide a brief overview of the proposed development. Along with the Excavation Clearance Request & the Project Letter, the Project Manager shall include a complete set of construction documents for review. The Project Manager shall track this process to ensure a timely response.
The review consideration period, as per the Master Lease, shall be 30 calendar days.
The Air Force Real Property Agency will provide a letter of acceptance to Planning Services or the President & CEO acknowledging the documents, as presented, are in compliance.
Architectural Control Committee (ACC) Approval
ACC review and approval is required for Port projects including Real Estate Development; Asset Management; and Tenant related construction.
The general intent is to ensure compliance with the Port’s Design & Development Standards to foster the use and development of land in an orderly manner by both private and public interests with special consideration given to the appearance of The Port as a result of such development.
The Project Manager shall submit two (2) complete sets of construction documents for review. The ACC will keep one set for their records and return one set to the Project Manager and/or Applicant. Partial submittals are acceptable but it will be the responsibility of the Project Manager and/or Applicant to ensure final overall project approval.
Upon receipt of documents, the ACC will review and respond to each submittal within 20 calendar days.
The ACC will provide a letter of acceptance to the Project Manager acknowledging the documents, as presented, are in compliance with the Port’s Design & Development Standards. Projects will not be allowed to submit for Permitting without ACC approval.
All construction related projects conducted within Port San Antonio shall be reviewed and permitted by the Port’s local Building Official.
Plan Reviews, Inspections and Certificate of Occupancies shall be issued by the Port’s local Building Official to ensure compliance with locally adopted codes & ordinances to protect the health, safety and general welfare of both the Authority tenants, surrounding residents and the general public.
The Permit Manager will receive and evaluate all plan submittals. Submission of complete sets of construction documents and appropriate paperwork are required. The Permit Manager and the Building Official will facilitate all reviews.
Upon acceptance of a complete submittal, the Port’s local Building Official will perform all reviews within 30 working days. The goal is to issue "all" permits within 30 working days.
Upon completion and approval of Plan Reviews the Port’s Building Official shall issue a Building Permit. Upon completion and approval of construction inspections the Port’s Building Official shall issue a Certificate of Occupancy.
